Circle receives a trust charter from the NYDFS Circle received a limited purpose trust charter from the New York Department of Financial Services (NYDFS). The charter extends a regulatory relationship that began when Circle became the first company to receive a BitLicense from the NYDFS in 2015. Circle acquires IBM’s blockchain patent portfolio Circle acquired more than 680 patent families and nearly 1,000 worldwide patents from IBM’s blockchain patent portfolio. The patents span blockchain technology, banking, financial services, insurance, enterprise infrastructure, supply chain verification, and secure cloud operations. The acquisition strengthens Circle’s intellectual property foundation across USDC1, CPN, Arc, and its growing suite of onchain products and agentic financial tools. USDC and CCTP arrive on X Layer2 Native USDC and CCTP are now live on X Layer, an EVM-compatible Layer-2 (L2) blockchain from OKX3 that supports payments, AI-native workflows, DeFi activity, and more. The launch brings Circle-issued USDC and secure crosschain transfer infrastructure to OKX’s trading ecosystem. Businesses and developers can use native USDC for dollar-denominated payments, settlement, lending, borrowing, and agentic commerce, while CCTP supports secure USDC transfers between X Layer and other supported blockchains without relying on third-party bridges. 1.
