Last week, HUD issued Notice PIH 2026‑25, which set the rules for converting all Emergency Housing Voucher (EHV) families under lease as of September 30, 2026, into Tenant Protection Vouchers (TPVs) by the end of December 2026. PHAs should hear from HUD soon about the funding awards they will get for the transition and will have about two weeks to confirm or correct HUD's estimate. Everyone who is currently leased with an EHV as of the date of publication should receive a Tenant Protection Voucher. PHAs will receive funding to cover the Tenant Protection Voucher subsidy in December. Funding for calendar year 2027 will be provided through a FY 2027 appropriations bill.
